About the Role
Qatar Aviation Services is looking for Operations Control Resource Allocator. The role is accountable for comprehensive, robust and effective non-supervisory positions resource allocation of QAS manpower in different business areas. This involves delivering a flexible resource allocation to the operational shift management which aligns available manpower and equipment according to the daily operational roster.
The goal is to meet the essential components of the business area operational concept and fulfil the elements of Service level Agreement.
Operational Accountabilities:
• Responsible for ensuring that resource allocation for non-supervisory positions and less complex area of ground handling operations resource allocation and below roles is conducted fairly and in accordance with established operational business rules integrated into the Resource Allocation system.
• In the designated resource allocation area, confirm the availability of resources for each shift based on system updates and the roster. Monitor the situation to assess task demands and resource availability. Assign all flight-related tasks in accordance with the system, ensuring compliance with business rules and the operational qualifications of staff as defined in the resource allocation system.
• Execute resource allocation tasks in three distinct phases:
- Pre-planning: Assess anticipated demands, schedules, and available resources, and prepare pre-task allocation 24 hours prior to the shift based on the agreed timelines in business areas.
- Shift-planning: At the beginning of the shift, evaluate the actual availability of resources (manpower, GSE), verify the pre-planned allocation, and perform detailed resource assignments in compliance with established business rules.
- Real-time: Monitor resource availability and the dynamic operational schedule to manage real-time resource allocation based on current workloads. Adjust allocation plan as necessary to adapt variances between actual and planned schedule, also accommodate the best available option to meet the unplanned tasks in business areas
• Improve operational efficiency and productivity by utilizing resource allocation systems to ensure that the most effective resource allocation plan is prepared, communicated and executed.
• Clearly communicate the resource allocation to all involved personnel and consistently track the progress of assigned tasks.
• Actively work with the Operational shift management team by providing input, and direction in order to respond to dynamic changes during the shift. (for example, in case of staff sickness or absence actively review allocation plans and make recommendations as to whether replacement or over-time is required).
• Regularly monitor and review resource allocation plan to align with evolving daily operational needs and business area objectives.
• Ensure consistent collaboration and communication with the shift management team (officers, controllers, duty managers & shift managers) through Operational Center leadership representation (resource allocation officer, controller) to ensure that the resource allocation system delivers effective results and aligns with operational requirements.
• Prepare comprehensive resource allocation during shift for the assigned respective resource allocation area that are actively utilized during both scheduled and unscheduled system outages.
• Collaborate with fellow Resource Allocators to facilitate seamless transitions during shift changes and provide coverage for other business allocation areas as necessary.
• Perform other department duties related to his / her position as directed by the Head of the Department

Qualifications
About you:
• High School Qualification with minimum 2 years of job-related experience
• Bachelor’s Degree or Equivalent with minimum 1 year of job-related experience
• Prior experience in managing operational resource allocation systems, as well as resource management or roster planning function of high volume staff business areas.
• Time resource allocation systems and a high level of proficiency in MS Office.
• Strong analytical abilities are required, with the capacity to swiftly adapt to dynamic changes throughout the shift.
• Good communication skills, both written and verbal, are necessary to effectively articulate proposed recommendations and adjustments in daily resource allocation of business areas.
• Preferably familiar with and expertise in utilizing current resource allocation decision support systems, specifically the Real Time Allocation system, is preferred.
