Qatar Aircraft Catering Company (QACC) - An Award-winning catering company, provides exclusive catering services to Qatar Airways and other airlines that service Hamad International Airport.

Job Purpose:

Manage the establishment and on- going operation of an enterprise wide programme management office (PMO) that aligns airport infrastructure development efforts with overall strategy, provides visibility of project and programme status, manages the selection, prioritization, initiation and overall monitoring of projects.

Lead development of Qatar Aircraft Catering Company (QACC) projects on infrastructure, process, development, efficiencies, and process flows, culinary enhancements providing timelines, updates and proposals in line with strategic requirements



  • Lead the design and development of new systems, IT and Constructions as well as processes and procedures at a departmental level in order to build visibility, governance and ownership of programmes and projects within the organization
  • Develops strategic plans and leading the QACC Phase 3 main construction projects incorporated into a 5 year plan to 2022 and beyond
  • Responsible for incorporating the Qatar Airways (QR) business growth curve into the PMO vision. Initial set up and implementation of the PMO; including business case, vision and infrastructure.


  • Provide tactical guidance to Senior Management that all projects adequately account for required change management and business process reengineering in order to ensure that the benefits of the project deliverables and accepted, embraced and undertaken by the general workforce
  • Plan and schedule project milestones using appropriate tools. Identify and manage project dependencies and critical path. Lead QACC projects in order to meet business goals and requirements, financial objectives and timelines. Provide direction and leadership to all stakeholders in the application of the projects incorporating industry best practices. Utilizing project management discipline to implement major initiatives, which involves balancing competing demands among scope time, cost, and quality, stakeholders. Manage changes to the project scope, project costs using appropriate verification techniques
  • Review technical submissions and tenders are in line with activity expectations
  • Review and corroborate maintenance integration with the site Project Management team
  • Analyse business future needs on unit development, IT process flows, space utilization and diversification in order to guide the business stakeholders on project requirements and initiation

Management & Leadership

  • Actively engage in other Business Excellence area projects of Quality, H&S, Business Improvement and Data Analysis and Material Control
  • Establish the department or teams objectives, plans, procedures and practices, and makes appropriate changes if needed.
  • Oversee and supervise employees. Direct daily activities, recruit, train, develop and discipline to ensure a high standard of service delivery


Personal Development

  • Develop and promote the programme and project management methods, processes and tools
  • Ensure arrangements are in place  for effective delivery of project, & programme management training on-going consultancy to the organization and PPM on best practice
  • Provide facilitation and mentoring support to the PPM community

Operational Safety

  • Responsible to ensure that employees at all levels understand work, health and safety requirements and expectations through provision of relevant QR Group induction, information, instruction and supervision
  • Ensure  compliance to all relevant safety, security, quality  and environmental management policies, and delivery of high quality service with a responsible environmental attitude

Environmental Competence Accountability

  • Contribute towards Qatar Airways Group Environmental Objectives and targets and the implementation and maintenance of the Environmental Management System
  • Apply Environmental knowledge and principles in your role, and incorporate this into business processes and decision making, to drive efficiencies and reduce environmental and operational skills  
Qualifications , Experience & Skills:



  • Relevant College or University qualification to minimum Bachelor's Degree or equivalent



  • MSc Engineering (any discipline), Building Management
  • MSc Project Management

Previous Experience


  • Minimum 8 years relevant experience
  • 8+ years programme and project management experience of which at least 5 years managing a PMO
  • Strong experience in defining and establishing appropriate governance frameworks for effective programme and project delivery
  • Extensive Knowledge of project management tools and methodologies in general with experience of PPM applications in particular: extensive experience with using relevant project management systems
  • Extensive experience and accreditation in appropriate project management methodologies


  • Knowledge and experience of facilitating project management in a construction/ building and infrastructure provision sector
